History of the census

The practice of population census, that is, keeping records of people, first began in the 3rd millennium BC.

This process initially covered the countries of Asia and Africa, Egypt, Mesopotamia, India, China and Japan. The purpose of this reform was to determine the number of taxpayers and the population suitable for military service.

In the early Middle Ages, this order improved somewhat. The elements of the population census are harmoniously combined with the descriptions of farms in written books and cadastres.

The general population census was conducted in 1665 in the colony of New France (Quebec). In 1790, a complete population census was conducted in the United States.

The modern stage of the population census began in the middle of the 20th century, and at that time a population census was conducted in a number of Asian countries.

By the end of the 20th century, the population census covered almost all regions of the world.

Currently, in many developed countries of the world, the population is re-registered on average at least once every ten years. This is the international practice! What about us? The first population census in Uzbekistan was conducted in 1897. After that, a population census was conducted in 1926, 1939, 1959, 1970, and 1980. The last time this event was held was in 1989, when the population of the republic was 19.7 million people.

No population census has been conducted in our country since 1989 and up to the present day of independence.

The first step towards the population census during the years of independence.

Finally, on June 10, 2015, the United Nations adopted the resolution “Principles and Recommendations for the 2020 Population and Housing Census.”According to it, UN member states should conduct a population and housing census at least once. Preparations for this process have now begun in the Commonwealth countries.

In particular, in Uzbekistan! Presidential Decree No. UP-5655 dated February 5, 2019 “On approval of the Concept of conducting a population Census in the Republic of Uzbekistan in 2022” serves as the legal basis in this direction.

On the basis of Presidential Decree No. UP-5655, the Concept of conducting a population census was approved, and based on this Concept, a draft Law of the Republic of Uzbekistan “On the Population Census” was developed, and on March 16, 2020, Law No. 611 was adopted.

After the adoption of this Law, Resolution No. 710 of the Cabinet of Ministers of the Republic of Uzbekistan dated November 11, 2020 “On measures for the preparation and conduct of the population census in the Republic of Uzbekistan in 2023” was adopted."

By this Resolution of the Cabinet of Ministers No. 710, from November 1 to November 25, 2021, a trial population census was conducted in the Khojaabad district of the Andijan region, the Yukorichirchik district of the Tashkent region, the city of Khiva in the Khorezm region and the Yashnabad district of the city of Tashkent.

The main purpose of the population census.

The main purpose of the population census is to obtain reliable and objective information about the state and dynamics of the population structure in the Republic of Uzbekistan, necessary for determining and implementing priority areas of state policy in the field of socio-economic and socio-political development of the country.

What are the functions of .

– expanding the database to assess changes in the population structure and demographic situation in the country in order to develop measures to improve public health, improve the living conditions of women and children, and provide assistance to families;

– preparation of long-term, medium-term and short-term forecasts and programs for the socio-economic development of cities and other settlements, the placement and use of labor resources;

– implementation of current accounting, calculations and forecasts of the number and composition of the population in the period between censuses;

– conducting scientific research on issues of socio-economic development.

The population census process is carried out in three stages.

The first is the preparatory stage.

Preparatory work is currently underway.For example: In order to inform the population about the population census, performances on local television and radio are held in all regions of our republic, articles are published in newspapers and magazines, round tables and seminars are regularly held in mahallas, secondary schools and higher educational institutions.

The second, main stage is a direct population census, that is, data on the population is collected (demographic status, gender, nationality, age, education), a control check is carried out and the census materials are submitted. It will take about two months.

The last third stage has been going on for almost three years, and the data obtained is analyzed using coding, and the results are published.
